This book is the culmination of a project sponsored by the Calouste Gulbenkian Foundation to prepare guidelines for developing the managerial knowledge and skills of educators. This is a topic of vital concern. As the scale of the education service grows and it becomes ever more complex, the managerial role of its professional staff increases in significance, and the skill with which it is performed has a profound impact upon the lives of staff, students, pupils and parents, and on the economy of the whole society in which we live.
